Does anyone have any suggestions on how to set IE8 128% zooming ratio as
fault? I am using XP with SP3

The above notwithstanding...

IE Tools | Internet Options | Advanced | Accessibility | Reset Zoom level to
100% for new windows and tabs <=uncheck/disable then OK your way out.

The user-specified Zoom level setting will be preserved from now on.
