How to force new window upon clicking link?

If I want to force a new window to open when I click ANY link on an existing
web page, is there a way to force IE6 to do that?

Yes, you can do that.

Open Internet explorer-->click on tools-->Internet options-->Advanced-->Here
uncheck on the option says "reuse the windows for launching shortcuts" then
click on ok
