When I log on as a regular user, with IE 6 or IE 7, when I look at "HTML
Editor" in "Internet Options," only "Notepad" is listed. When I log in as a
user with Administrator rights Excel, Word, Publisher and Wordpad are also
listed.

I would like these options listed for all users and not just Administrators.
Anyone have any idea why the Office apps only show up for administrators?

it is not as if normal users don't have rights to change these items. Users
have three items listed for eMail and can choose among those listed.

So if I copy the HKCR\.htm key to HKCU\Software\Classes\.htm, then it works.
I am not sure why IE is looking only in HKCU when a regular user is logged
in, but will look in HKCR when an administrator is logged in.

Also, why doesn't Office 2003 populate the HKCU location if it is necessary?
