Is there a utility to save my Internet Explorer 6 configuration settings and
export it to an executable (.exe) file?
I want to have a downloadable custom IE settings in our Intranet as a backup
solution for the group policies.

I haven't heard of such a thing but you might try this:

Internet Explorer Backup - BackRex Software -
