Click Start >> Run Command then type in:
regedit click [OK]
Locate this Key in the Registry Editor;
[-]HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Rating =
In the right pane/Window you will see Binary values one of them Called Key,
please right click this and select delete.
Close your Registry editor.
Reboot your machine and start your IE, does it ask you for Password?
Now you can create a new one if you want.

Note: you need to do the above with Admin Privileges!

Uh-huh...

Format & reinstall Windows or ask the parents of the person(s) who own(ed)
the machine.

Here is the answer that I have used for many many years for this question

Call Microsoft and repeat the same story or change it around anyway you want to and when the answer that they give on this issue does not satisfy you (which it will not), then reformat the computer and you will be all set

a friend of mine
Oh, one of THOSE questions. Uh huh.
Post by tmm5899
has a computer and he wants to use internet explorer to browse web
sites someone has set a password on the internet explorer.
Probably set by his parents. Have your "friend" go ask his parents for
unfettered Internet access.
Post by tmm5899
the computer was given to him
Yep, the parents gave him a computer for his use, not for his abuse.
Post by tmm5899
and the person does not know the password.
Then the OS wasn't included since the giver obviously choose to ransom
that installation. If the OS really was installed, your "friend"
should flatten his host (wipe the partition on the hard disk with the
OS) and do a FRESH install. It's the only way he can guarantee he
doesn't get a polluted system (with files that could get him in legal
trouble). If he doesn't have the install CD, RTFM to find out how to
create recovery CDs and then use those for a FRESH install. If that
isn't available then your "friend" never did get a legitimate copy of
the OS. What he got was hardware that included a polluted hard disk.
Post by tmm5899
what can he do we have tried going to the registry and that did not
help
Uh huh, "did not help", that was descriptive, sure. Could it be your
"friend" couldn't even start the registry editor, like he's stuck using
a limited user account? Tell your friend to use an administrator
account to login to Windows. If he doesn't have one, he isn't the
admin for that OS and can't do much to alter its current setup. In
that case, have your friend go beg his parents to give him an
admin-level account on the computer they gave to him.
Post by tmm5899
what else can he try he has windows xp pro on the computer please help
he is getting frustrated
Flatten the host "given" to your friend and start FRESH.
Post by tmm5899
i am not sure what internet explorer version would be for windows xp.
also can he uninstall internet explorer and reinstall another version
can we save another version of internet explorer to a disk?
The problem appears to be a couple of children (or just one child)
based on the lack of punctuation, capitalization, and structure in the
composition of your post. Go ask your, er, his parents for more
access.
Post by tmm5899
and then install it he does not have the windows cd he does not want
to loose any of the windows components please help me.
If there isn't an image in a hidden partition on the hard disk with
instructions in the manual (which your friend can get online) then your
friend never did get a legitimate copy of the OS. The seller/giver has
to relinquish all installation media if the OS was included in the
transfer or if an OEM version was used on the host.

Yes, I am cynical. Taking a look at the post and its poor
construction, it certainly looks like kids asking how to get around
their parents control of their parents property loaned to the kids.
