So are you asking for a personal favorite (with no explanation of why)
or are YOU looking for one? You ask two different questions.

Google on "web crawler" (I think "web spider" was an old term for the
same thing):

http://www.google.com/search?q=%2B"web+crawler"+%2Bfree
(also try as one word "webcrawler")

Or do the search at some well-known download sites, like at
softpedia.com and download.com.

For which OS?

In XP you can still use Windows Explorer: %windir%\Offline Web Pages
