Firts at all thanks for the messge notification in this newsgroup ...but when
I try to open and read.....doesn't open ...it is a broke link ....????

You can edit that to get where you want to go:

http://www.microsoft.com/communities/newsgroups/list/en-us/default.aspx?dg=microsoft.public.internetexplorer.general&mid=fa62b6f1-0e86-487d-9738-e85c5e2a4751

Hint: delete the first broken URL and its &url= parameter prefix.
Then convert all the escaped hex characters to their proper ASCII
characters (use CharMap for help with that if necessary).
