Menu Bar fades - scrolling stops

My scroll wheel stops working, and so does typing. (I read on Google about
cleaning mouse and all.) THEN I noticed the Menu Bar fades to grey during
this outage. I have to click the Menu Bar to get it working again, then again.
(My 'hunch?' is another Window, though not the one on top takes over? I have
'gotten used to' using those extra Tabs, but when I closed down to only one
it still happened.)
Oh, the page flashes, turns orange, in the Task Bar when this happens.
(Funny, there is no Menu Bar in this 'page', and I am not getting the Stall
out)
Around the same time I get a stupid HP Toolbox FX error every time I start
the PC, if that has anything to do with it? If it has nothing to do with it,
wouldn't mind hearing how to stop this everytime I Start.
