I know I have been asking about this before, but I still haven't
gotten this fixed: When accessing a site that need to download and
install an ActiveX (like ZoneAlarms spyware scanner and Microsoft
Update) I get an error that the ActiveX cannot be downloaded. I Do NOT
get the "Yellow warning line" (Info bar/Security band) in IE6 allowing
be to download the ActiveX. All security settings are OK (tried
lowering them too). In fact I NEVER see the yellow Info bar warnings.

Have talked to Microsoft in Norway as well. No solution so far.
Have one XP Pro home and on XP Pro system at work suffering from this.
Also have a system where it works OK, but can't find any differences.

One non-working system has ZoneAlarm, one have no firewall :-(
Both one working and one non-working have WebWasher (tried disabling)

Anyone got any idea at all what is wrong with IE and the Info bar?

Is there a way to reset the Info bar setting (reregister, reinstall)?

That's happening after installing the October Patch Day updates,
especially KB896688 (MS05-052)? If true, try the following:

Download the file OLEfix.zip available here (it is a registry file
that origin from MS Support, and it has fixed the ActiveX problem
for several people, getting this problem after installing KB896688
and based on http://support.microsoft.com/kb/909889 - even before
the article has been released):

http://patch-info.de/IE/Downloads/OLEfix.zip

Extract it and double click the contained OLE_fix.reg file. Click Yes
on the dialog box that asks you if you are sure to add the information
in OLEfix.reg to the registry.

You may have to reboot your machine afterwards.

BTW: If I download the ActiveX on the laptope where it is working,
and then copy it to the PC where I can't download it it works (had
to do this to make Windows Update work). So it's not anything that
stops the ActiveX from running, only stopping it from downloading.

their Update site and startet with the Genuine Validation Tool (until
then I hadn't had the need to download any ActiveX'es :-)

Sorry, since I don't use any Personal Firewall Software aside the
Windows Firewall although my machines are sitting behind a router
too, I can't answer that question. I would assume that the settings
will be kept (maybe there's a an option to while uninstalling ZA),
but I'm simply not sure. You may also try to disable *all* "Web Bugs"
options in ZA.

No a surprise since the PC at work does not have any firewall.
And that doesn't download ActiveX'es either :-(

So it's got to be something else. But what?
What could prevent ActiveX'es from even trying to download.

Nope, besides I tried disabling it. WebWasher has that feature, but I
disabled that too (disabled everything to be sure). And I use
WebWasher on the PC that works with the same settings anyway (and the
Information bar DID work on the two other computers easlier as well).

Good question. I don't know. Only thing those machines have in common
is that they both where upgraded to XP from 98SE, and then later to XP
SP2 (so there might be a change that the ActiveX downloads have NEVER
worked after upgrading to SP2, but I remember seeing the Information
Bar, but that is shown for other thing too, right....)

Strange thing is that some thing that should show as a Information Bar
shows as dialog boxes (like before SP2). Don't ask why. Have tried
reinstalling XP SP2, but that didn't fix anything at all :-(

MS lacks a good check and repair tool for Windows and MSIE

Also I tried reinstalling SP2. That didn't help either.

Haven't done a "repair install" yet. Need to find out what to do with
my dual-boot first (so XP setup doesn't mess up my Win98 partition).

For the Group Policies "not configured" and the registry key
shouldn't even exist if you don't use Group Policies.

That won't help if the applications running in the background
causing the problem nor does it help if the registry/a GRPOL
is responsible for the problems you ran into.

BTW:
You've tried resetting the values for the Internet zone already,
didn't you? Does ActiveX work if you put a site into the Trusted
Sites zone?

So you did uninstall the AV scanner?
Removed from system. No hooks to the OS. On the computer with avast!
On the other I can't do that (job PC where AV can't be uninstalled,
but again disabled, and on the other job PC with same AV things work)

All processes I can stop is stopped. What services/programs could
affect the download of ActiveX'es (the strange thing is that it is
only the download - if I copy the ActiveX'es from the working computer
they do run and work, IE just doesn't even try to download them :-)

ActiveX'es run IF I copy them from another PC (that have downloaded
them). Had to do this to make Windows Update work at all :-/

The problem seems to be that IE doesn't try to download them. Not even
when the site is in the trusted zone. No Information bar, but that
might just be because IE6 doesn't try to download the ActiveX.

So what could "stop" IE6 from trying to download ActiveX'es. What
should I look for (registry and other things). Have removed AV, ZA and
WebWasher and that didn't help. Where else should I look?

I'm getting really pissed with MS. I have spend hours on this, trying
all fixes they have, and all fixes I have found on the net (MS support
only come up with the obvious ones that I have allreday tried, or
tells me that "you have to reinstall XP".

Why don't MS have a real tool for repairing settings like this?
Not even reinstalling XP SP2 helped. And I can't find a "standalone"
install package for IE6 (then I would try to reinstall that as well)

I tend to think this is a IE6 problem. Because ActiveX is not
downloaded even when the site is in the Trusted Zone (then the
Information Band for SP2 should be displayed at all, right).

It's something somwhere (file or setting) that prevents ActiveX'es
from downloading, but I can't find what (is there a way to debug this,
to where it stops, if it tries to get the ActiveX, or don't request it
at all, how far the process goes before it's block, and so on...)

Some say an XP repair install will help, but how do I start that,
and will that mess up many settings and installed stuff, or...?

Normally it should not mess up any settings and installed stuff,

Be sure to use an OS CD that includes SP2 (slipstreamed in).

If SP2 is not included in your OS CD, I suggest you slipstream
SP2 into your OS CD.

Didn't work :-/ Tried doing that at work and the installation then
crashes (isn't it possible to slip-stream with a SelectCD as source).
tried several tools for slip streaming (including your choice).

But are you saying "repair install" will remove SP2 (that's good as I
need to do that to reinstall IE6 - so MS Norway says - and I haven't
been able to do that as the SP2 uninstall information is missing)?

What happends on a computer with dual-boot (Win98se on first
partition, WinXP on 2nd). Will XP mess-up the MBR so that the dual
boot will be destroyed, or will it only touch the partition with XP.
Or must I do things (disable the Win98 partation while repairing)

I have a problem like the Lars-Erik one and I read this post and anothers and
I tried all the posible solutions without get the solution.

I have 2 active-X that they do not work (ActiveScan from PandaSoftware ( a
online antivirus that I used a lot of times and after many weeks it stopped
working) ) and the Microsoft® File Transfer Manager that I begin to try to
use 1 week ago and that it never worked, but ... others ActiveX works well.

Had to do this with Windows Update and Genuine Windows Auth.

So the problem here is the download. Internet Explorer seems not to
even try to download any new ActiveXes. Not even if the site is added
to "Trusted sites" or the settings for "Internet" is set wide open.

So I don't think it has antything to do with either the execution of
ActiveXes NOT the missing Information Bar (last one is missings just
because IE is not even trying to download any ActiveXes at all).

But WHY is it not trying to download them. Argggghhhh. :-/

Didn't, tried and manually checked that allready :-(
I'm getting really pissed with MS. I have spend hours on this, trying
all fixes they have, and all fixes I have found on the net (MS support
only come up with the obvious ones that I have allreday tried, or
tells me that "you have to reinstall XP".
Why don't MS have a real tool for repairing settings like this?
Not even reinstalling XP SP2 helped. And I can't find a "standalone"
install package for IE6 (then I would try to reinstall that as well)
I tend to think this is a IE6 problem. Because ActiveX is not
downloaded even when the site is in the Trusted Zone (then the
Information Band for SP2 should be displayed at all, right).
It's something somwhere (file or setting) that prevents ActiveX'es
from downloading, but I can't find what (is there a way to debug this,
to where it stops, if it tries to get the ActiveX, or don't request it
at all, how far the process goes before it's block, and so on...)
Some say an XP repair install will help, but how do I start that,
and will that mess up many settings and installed stuff, or...?

Open notepad. paste the following into it:

We have been forced to deploy this on almost every computer in our network.
Without these regedits active x doesn't seem to work almost everywhere.
Windows update doesn't work, OWA doesn't work, control panel doesn't work
etc....

As with all registry edits...the standard warnings apply...don't do it if
you have no idea what you are doing, always make a backup etc....

Reminds me of trying to debug why I can't use the the Windows Update
Catalog--keep getting Administrators Only symptom and there is no
attempt as far as I can see to even check properly.

However, "compare registry" may not be the most effective way to do
such a comparison. What I would do is use RegMon and FileMon
and compare their traces on the two cases. To try to make the analysis
manageable you could start by using some fairly restrictive filtering,
e.g perhaps just checking to see which .dlls are being referenced.
Another thing to be aware of is that FileMon may only show you accesses
of the .dlls being loaded, so to be sure that you are capturing all such accesses
you probably will want to start the traces before any iexplore.exe is running.


If you have a specific scenario to trace others could try tracing it too
and see what common clues they come up with for it. E.g. if your
list of .dlls being loaded is different from their list that could be used
as a signal to see if that .dll is registerable and if so try re-registering it.
Etc.

I know I have been asking about this before, but I still haven't
gotten this fixed: When accessing a site that need to download and
install an ActiveX (like ZoneAlarms spyware scanner and Microsoft
Update) I get an error that the ActiveX cannot be downloaded. I Do NOT

with XP SP2 setup, and things work there (all setting the same
otherwise), AND I was wondering if anyone now what DLL's could affect
the ActiveX download. If you have any idea I could compare with the
new PC to see if there is any missing or wrong version DLL's...

There are a number of reasons why an ActiveX control will not be installed.
There is a Group Policy that restricts certain controls (gpedit.msc).
There is also a listing that is updated from MS so one of your puters may be
missing a security update from MS.

No, two of my PCs (at work and home) just won't download new ActiveX
components from any web-site anymore (had to copy the WindowsUpdate
ActiveX from another system to even keep my system updated).

ActiveX'es run OK, IE6 just don't want to download new ones from
web-sites. Not even if all security settings are lowest or if the site
is in the Trusted zone. No questions, no download, no error message
(except from the web pages that complain because the isn't there).

And I think I have tried everything now (both suggestion from news,
and from Microsoft Norway), but nothing helps (and MS just wants me to
reinstall XP).

But I still this must be a case of one or more DLLs or registry
settings missing or beeing corrupt, but NO ONE seems to know what DLLs
or registry entries that could cause this malfunction in IE6 :-(

download page. It gives (or should give) a "Info bar alert" Could use
Windows Update as well, but since I needed that I copied that ActiveX

So again, doesn't seem like it tries to download the ActiveX even if I
answer yes. There is no Info Bar, just the error messge from the page
that the ActiveX was not downloaded. Also I tried with "Trusted" and
with "Automatic prompting" as well. Still no Info bar (but the info
bar works, it appears if I open a web-page with a script or similar
from my local disk, so that doesn't seem to be the problem).

So question remains: Why doesn't IE download ActiveX'es one these to
system, and what causes this (DLL, registry entry, or whatever?)

Did you also try my suggestion to trace .dll accesses using FileMon?

In fact, what I just did was trace all iexplore entries and highlighted .dll
entries. This gives clear evidence of when the Information bar is shown
by this entry:

0.00594433 iexplore.exe:3576 QUERY INFORMATION F:\WINDOWS\media\Windows XP Information Bar.wav SUCCESS Attributes: N

and just before that I saw (highlighted) lines such as:

0.01665882 iexplore.exe:3576 READ F:\WINDOWS\system32\ieframe.dll SUCCESS Offset: 2536960 Length: 16384


DependencyWalker shows that ieframe.dll has both entry points
DllRegisterServer and DllInstall. So you could try

regsvr32 /i ieframe.dll

to see if some bits in the registry need refreshing for its use.


The trace shows other .dlls being accessed in the same breakpoint.
What I would do with them is at least check that you are using the
same versions on both machines.


Other than that I hope you can get some more clues by comparing
FileMon and RegMon traces of your two cases. BTW I find it useful
to wait at least 5 seconds between prompts and after all trace activity

DependencyWalker shows that ieframe.dll has both entry points
DllRegisterServer and DllInstall. So you could try
regsvr32 /i ieframe.dll
to see if some bits in the registry need refreshing for its use.

Oops. I'm actually using IE7b1 and didn't realize that that must be
a new module.

Perhaps somebody else who is using IE6sp2 can help you using
the same technique.

BTW in case you haven't found it yet FileMon is freeware from
SysInternals.

Still haven't gotten anyway with this. But now I have a news laptop
with XP SP2 setup, and things work there (all setting the same
otherwise), AND I was wondering if anyone now what DLL's could affect
the ActiveX download. If you have any idea I could compare with the
new PC to see if there is any missing or wrong version DLL's...

I have read through all the posts on this and so far I have seen no mention
of the additional "Kill Bit" elements in MS05-052. Buried in the text of
this bulletin is a list of dll files that have the CLSD Kill Bit modified in
the registry. This is over and above what is carried out in MS05-038. It may
be worth checking to see if any entry is corrupt and not restored to its old
value when uninstalling MS05-052.
I don't profess to fully understand what the Kill Bit does. However, looking
at KB909889 and 909738 does make interesting reading and may help.
I am not saying that this may cure your problems but I don't think anyone
has mentioned this before, so I thought I would raise it just in case.

Hi,

did anyone already suggest this:
- Log on to your machine as Administrator and chose as domain your
local machine. DO NOT chose your enterprise domain!
- Visit the website in question and see if that changes anything
- Also make sure, that the domain administrators password and the
password for your local machine's administrators account match

I am also suffering this problem.

OS: Windows 98 SE
Browser: IE SP1 6.0.2800.1106

When I go to a page that tries to install an ActiveX component, the
component downloads (the browser requests the file) but does not
install. I get no security warning asking me if I wish to install, and
like you, all of my security settings are set to Prompt or Allow.

At first, I didn't realize this was a problem, and it first cropped up
while trying to install Flash 8 after a fresh install of Windows. Flash
wouldn't install using the website. Fortunately, they had a manual EXE
installer.

Later on, I had to install the MSN Music Assistant to re-acquire the
licenses to purchased music. It wouldn't install.

Microsoft's MSN Music people tried to help, but without success, and
eventually foisted me off onto a pay-to-call service. I can't afford
that (does MS think everyone is made of money or something?) so I'm
looking online for help.

I tried the ActiveX Compatibility Manager noted earlier in this thread,
but though a number of entries are disabled, the two I thought looked
most promising (ActiveX Plugin and ActiveX Upload Manager) didn't help

I've got the same problem. I tried a clean install of Win 98 and Win 98SE
and continue to have the exact problem described. I've tried everything and
can't get ActiveX to download programs properly. Help please!!!

I did complete "fresh installs" of both Win 98 and Win 98 SE and used Windows
Update to download the patches. I had no other anti-virus or other software
running. There is nothing that should have interfered with this.

I've tried the registry fix identified in KB909889, add sites to trusted
sites and anything else I can think of with no luck. Among the sites
requiring ActiveX that no longer work are: Office Update, Adobe Macromedia
Flash 8, McAfee Antivirus, McAfee MVT, etc.

I've looked everywhere for a fix with no luck. It looks like this has been
going on since November. With W98SE support ending soon - what am I to try
now??

Ok - I called paid Microsoft Technical Support today. After reinstalling IE6
and the OS several times there was no resolution until I reinstalled WITHOUT
applying the April MS06-013 (kb912812) Cumulative Security Updated for IE6
SP1. All ActiveX controls work fine as long as I do not apply this critical
update.

I found this information at Microsoft in the Tech Notes:
"Yes, this security update contains the Internet Explorer Active X update
previously released and discussed in Microsoft Knowledge Base Article 912945.
To help enterprise customers who need more time to prepare for the ActiveX
update discussed in Microsoft Knowledge Base Article 912945, Microsoft is
releasing a Compatibility Patch. As soon as it is deployed, the Compatibility
Patch will temporarily return Internet Explorer to the previous functionality
for handling ActiveX controls. This Compatibility Patch will function until
an Internet Explorer update is released as part of the June update cycle, at
which time the changes to the way Internet Explorer handles ActiveX controls
will be permanent. This compatibility patch may require an additional restart
for systems it is deployed on. For more information, see Microsoft Knowledge
Base Article 917425."

Microsoft support did not know whether this patch was available nor were
they able to answer as to whether the June updates "permanent" change to
ActiveX would resolve the problem or prevent us from working with ActiveX
controls again.

It's hard to say if this is good news or bad news. I hope this is of help
to someone else as I've now got nearly 20 hours invested in this for a patch
that messed up important functionality on my computer.

Just one more of the endless number of people having this problem, I have
tried many of the fixes mentioned. I had this problem with IE7 and it
continues with IE8...I haven't been able to download Flashplayer either, and
Microsoft Update is completely inaccessible.

The only fix I found was to reinstall Win98 and not install all of the
updates. I've since abandonded Win98.

I find CBC streaming radio is barred from IE (v.6)
by Activex controls. The Info bar refers users to
Firewall Security Settings.

What is the simplest way to enable streaming
radio. Can we locate the IP address of (say)
www.cbc.ca/radio and input it as an exception here?
