Backup your personal data, then do a format & clean install of Windows.
Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!

uninstall later version of IE and repair Windows Xp again. I can use
Internet Explorer after this but when I reinstall Internet Explorer 7, it
will not work. There is nothing happen when I click on the IE icon.
