I have IE6 options set so that desktop shortcuts open in new windows (rather
than reusing a window that's already open), but they always open in back of
open windows. Is there a setting to make them open in front of all open
windows?

Note (in that article) that TweakUI can make the registry edit, if you don't
wish to do it manually.

The UNDO file at http://www.kellys-korner-xp.com/xp_tweaks.htm (line #66
right-side) makes the same registry edit.
